I have read the revised version of the proposal, and I think you have dealt with everything except the problem of joint appointments (as you already know). Since the writing program is such a prominent priority for the campus, I would think you could address this directly with the provost & v-p academic personnel. The important thing is to make the program work, with a research faculty that also enhances the research functions of the university, not to follow a narrow interpretation of rules about FTE and majors. If I were revising, I would put in wording around the FTE allocations that indicates that wise voices have suggested it would be best for the new faculty members to be appointed in the Writing Program, not as joint appointees.
