University Writing Board It is envisioned that there will be two groups associated with the oversight and administration of the University Writing Program (UWP): the University Writing Board and a program committee. The proposal describes some aspects of the Board. The main purpose of this note to elaborate a bit more on the role of the Board. Among other things, the Board will maintain and strengthen the connections of the UWP with the the rest of the campus. Although the proposal does not go into the internal operations of the program, it has been assumed that there will also be a program committee of faculty. The responsibility of administering the internal operations of the program falls on the Director of the UWP, the program committee, and whatever additional internal administrative organization the UWP may adopt---not the Board. The role of the Board is to ensure the quality and stability of the program. In addition, it will be instrumental in determining the general directions for the future development of the program, and it will ensure that the program plays its proper role as a unit with campuswide responsibilities. A nondepartmental program without majors will be stable within the university structure if it has a broad constituency which appreciates the contributions of the program and thus can advocate for its continuing support. The role of the Board is to both build the constituency and to be the voice of a campuswide constituency that supports the program. As a part of that role, the Board can also recommend overall policy that allows the program to serve the needs of the campus and therefore maintain the base of support. To be effective in that role, the Board must be and must be perceived to be independent of the University Writing Program. Thus while it is important that there be some representation on the Board from the program so that Board members are well informed about the program, it is crucial that a large majority of the Board members be independent of the program. The Board shall meet at least quarterly for consultation with the Director of the UWP. The Board shall make an annual report on the activities of the UWP and submit it to the Provost and the Chair of the Davis Division of the Academic Senate no later than June 30. It shall include an assessment of the strengths and weaknesses of the program during the past year, statistics on courses taught and availability of required courses, recommendations for improvements for the new year, budget recommendations, and an evaluation of the effectiveness of the Director of the UWP. The internal operations of the program will be the responsibility of the Director of the UWP and of a program committee. The program committee will be composed of Senate and Federation faculty with expertise in composition and writing instruction and drawn from various campus departments. The new faculty referred to in the proposal will become members of the program committee. In cases such as certain aspects of academic personnel and curricular decisions when the procedures of the University call for a Senate faculty role, the Senate members of the program committee will provide that service.
